Under the Airports Act 1996 and Airports (Building Control) Regulations 1996, all building activity undertaken at Archerfield Airport must obtain the required approvals prior to the commencement of works.

Building activity includes:

  • Construction, alteration and demolition works
  • Hangar and tenancy fit-outs
  • Temporary structures and fencing
  • Civil, hydraulic, electrical and engineering works
  • Excavation, earthworks and land clearing

Depending on the nature and scope of the proposed works, approval and assessment may be required from:

  • Archerfield Airport Corporation (AAC) as the Airport Lessee Company; and/or
  • The Government-appointed Airport Building Controller (ABC).

Applications are assessed to ensure proposed works:

  • Align with the Archerfield Airport Master Plan and future airport development objectives
  • Protect airport operations, infrastructure and aviation safety
  • Address environmental and operational impacts
  • Comply with the Airports Act, Airports (Building Control) Regulations, National Construction Code (NCC) and other applicable standards

Some developments and activities may also require additional assessment relating to airspace protection, environmental impacts, operational safety, controlled activities or contractor/site management requirements.                                                                                                                                                           No works are permitted to commence until all required approvals, inductions and permits have been obtained, including AAC’s Permit to Commence Works (PERCOW) where applicable.                Some minor works may qualify for exemption from formal ABC approval; however, all proposed works must still be submitted to AAC for review prior to commencement.                                                  Following completion of applicable works, a Certificate of Compliance or other final certification may be required from the ABC before occupation or use.                                                            Developments located outside the airport boundary may also require assessment where they could impact airport operations, protected airspace or future airport development.                Further guidance, assessment criteria, application forms and process information are available within the ‘Criteria’ and ‘Review Process’ tabs.

The approval process consists of three stages:

  1. AAC Development Consent
    Preliminary assessment and approval by Archerfield Airport Corporation.
  2. Airport Building Controller (ABC) Approval
    Assessment by the Airport Building Controller via Airport Building Control Online (ABCO), including the issue of any required Building Permit, Works Permit or Demolition Permit.
  3. AAC Permit to Commence Works (PERCOW)
    Final approval from AAC authorising works to commence onsite.

Stage One: Application for AAC Consent 

Complete the AAC Application for Building Activity / Development Consent form (BC-01B), Checklist (BC-01C), Assessment for Environmental Effects (BC-01D) and Document Register (BC-01F). 

BC-01B, BC-01C and BC-01D application forms along with supporting drawings, plans and Document register BC-01F can be lodged at Archerfield’s administration office, Top floor Terminal Building, Grenier Drive, Archerfield together with the applicable fee. (See fee schedule below), or via email to aac@archerfieldairport.com.au

AAC will acknowledge receipt of the application and ask for more information if necessary, then issue the ALC Letter of Consent if appropriate. 

Note: The ALC has 28 days of receipt of the applicants full application to provide written consent to the applicant and ABC. 

Stage Two: Application for Building Permit

Following AAC consent, applicants must lodge their building activity application directly with the Airport Building Controller (ABC) via Airport Building Control Online (ABCO).                                The ABC will assess whether the proposed works:

  • Are exempt from approval requirements; or
  • Require formal assessment and the issue of a permit under the Airports Act and Airports (Building Control) Regulations.

Depending on the nature of the works, the ABC may issue a:

  • Building Permit
  • Works Permit
  • Demolition Permit (or)
  • Exemption Confirmation

The ABC have 28 calendar days to decide on an application for an approval. The statutory clock starts only when the application fee has been paid and the ABC considers they have all the information they require to assess an application.

The most effective way to obtain a prompt decision is to ensure the application, as submitted, meets all the requirements of the regulations. To achieve this, applicants are encouraged to consult with the relevant ABC office before submitting an application, to ensure the application includes all the relevant documents at time of lodgement.

Note: the 28-day statutory clock for approvals stops when additional information is requested and resets once requested information has been provided.

Stage Three: AAC Permit to Commence Works (PERCOW) 

Once AAC and ABC approvals are issued, the AAC will issue to the Applicant a Permit to Commence Works (PERCOW) and Contractor Induction which the Applicant will be required to complete and return before works can begin. The PERCOW will be assessed to ensure the works: 

  • Comply with safe work practices;
  • Include Safe Work Method Statements;
  • Adhere to relevant construction environment management practices etc.;
  • Are covered by appropriate insurances;
  • Have considered all operational impacts.

If the PERCOW meets the requirements, AAC will issue a PERCOW Approval.

NOTE: YOU MUST HAVE ALL THREE APPROVALS PRIOR TO COMMENCING ANY WORKS ON AIRPORT.

Off Airport Development

Under the Airports Act, developments on and off Archerfield Airport are required to gain all necessary approvals for building and construction work before the commencement of the work.

Off-airport developments (within a 15 km radius of the airport) are encouraged to review whether your project may adversely impact airport operations and future airport development. Please review the off-airport development Checklist for adverse effects.

Does your development or activity?

  • Erection/creation of tall buildings, structures or things
  • Use of cranes
  • Use of tall road vehicles
  • Provision of leisure activities which utilise airspace
  • Emission of high-velocity gaseous effluxes/plumes
  • An increase in the number of people living, working or congregating at the ends of the main runway
  • The presence of hazardous materials at the ends of the main runway
  • Use of bright lights
  • Inclusion of reflective surfaces
  • Exposure of people to undesirable levels of aircraft noise
  • Creation of dust, smoke or other particulate matter
  • Deposit/dumping of waste foodstuffs or creation of other bird attractions
  • Placement of objects in very close proximity to the airport’s security fence
  • Conflict with the Approved Master Plan for future airport development

Archerfield Airport Corporation (AAC) welcomes the opportunity to review development proposals.

To support this, AAC has made arrangements with the Brisbane City Council (BCC) Planning Department to have such proposals referred to it for comment to enable a fluid approval and/or response process. Before this, AAC will check for possible issues while reviewing proposals. In carrying out the check, AAC will need to be satisfied that the development proposal meets aviation regulatory requirements and does not conflict with the proposed airport development.
